This PDF has great info that's hard to figure out from the Weapons – Possession and Use Generally and Arkansas Concealed Handgun Carry Licensing Law docs.
I've researched these extensively, and some parts are still confusing on where a person can carry. In general, if a person has a CHCL (standard or basic) version, there are many places they can't legally carry that would be allowed without a permit. Having a CHCL is putting the person in a worse position than carrying without a license. It gets harder to determine the differences when comparing an E-CHCL vs No Permit. I have a few carry questions on them.
1 Is it correct that by getting the E-CHCL (enhanced version), it seems that a permit lets you carry everywhere that a person without a permit can carry?
2 Is it correct the only places a person with a E-CHCL vs. a person without a permit can carry is in publicly owned buildings or facilities?
3 Is there anywhere a person without a permit can carry that someone with a E-CHCL can't carry?
4 I thought you couldn't open carry with a CHCL but can open without one. The doc references Act 486 for the permit, but that act seems to deal with state parks and tourism funds.
5 Where does the code say you lose "Stand Your Ground" protections when carrying past no gun signs?
